Gadang to develop RM160 mil townhouse project in Puchong

KUALA LUMPUR (Jan 12): Gadang Holdings Bhd has entered into a deal to develop a townhouse project with a gross development value of RM160 million in Taman Putra Perdana, Puchong. The builder said its indirect wholly-owned subsidiary, Tema Warisan Sdn Bhd, yesterday inked a joint-venture (JV) agreement with Perikatan Progresif Sdn Bhd for the development on a 17.5-acre (7ha) leasehold land.Perikatan Progresif is the beneficial owner of the land, and under the deal will be entitled to 32% of the net development value, or RM42.688 million, whichever is lower.Tema Warisan, meanwhile, will be responsible for development approvals and activities for the project, comprising 213 residential land parcels and three parcels for power substations.“The proposed JV is expected to be completed within 42 months from the date the building plans approval is obtained from the relevant authorities for the development,” Gadang said in a bourse filing.Gadang’s net profit for the first quarter ended Aug 31, 2016 tumbled 20% to RM 16.62 million, from RM20.86 million a year earlier, on the back of lower revenue as several projects came to completion.As of October 2016, Gadang’s order book stood at RM603.7 million. The group said in November that it had been actively tendering government infrastructure and building projects worth RM5.2 billion.Shares in Gadang rose 0.96% or one sen to RM1.05 sen yesterday, with a market capitalisation of RM672.42 million.

Putra Prima folk want public hall

A COMMUNITY hall is a common facility that is missing and sorely needed by residents of Taman Putra Prima in Puchong.
“A community hall will serve as a focal point for residents’ gathering,” said Taman Putra Prima Puchong Residents’ Association Coalition president and Taman Putra Prima Phase 8A Residents’ Association chairman Kong Kok Meng.
“Besides being used as a venue for the RA meetings, the community hall will be a place for residents’ get-togethers and functions, as well as a venue for recreation and sports.
“While we understand that it is the Government’s responsibility to build a community hall, we feel that the developer could have it built as part of their corporate social responsibility (CSR) or after-sales service for its buyers.
“The developer of the neighbouring Taman Mas contributed RM400,000 to build a community hall for that neighbourhood, so we feel something similar could be extended here.”
Kong said the coalition represents seven housing phases and about 3,000 houses in Taman Putra Prima.
“There is also a need for amenities and services such as post office, schools, banks and petrol stations to make this a more self-contained township,” said coalition deputy president and Taman Putra Prima Phase 2A RA chairman Steve Jong.
The lack of facilities and need for a copy of the township’s latest masterplan were highlighted during a townhall meeting held by the Sepang Municipal Council (MPSepang) with residents of Taman Putra Prima and its surrounding neighbourhood of Taman Mas and Kampung Sri Aman, Puchong.
Representatives from MPSepang’s key departments, including Urban Services, Health, Engineering, Landscape and Town Planning, were on hand to explain each department’s primary functions and provide feedback on residents’ comments.
MPSepang councillor and Taman Mas/ Putra Prima zone community consultative committee (JPP) chairman M. Pulanthran chaired the townhall meeting.
Taman Mas Puchong’s Jati Apartment Block D RA chairman Shamsuhaimi Abd Razak and Jong highlighted the need for more reliable bus services to ply the neighbourhood and serve the community, particularly those from the low-income group.
They said the current sole company providing bus service only plies the route once every two hours, hence a need for the frequency to be increased to half-hour intervals.
On this, Pulanthran said he would discuss with MPSepang president Mohd Sayuthi Bakar, and decide whether the next course of action would be to write in to the Transport Ministry and Land Public Transport Commission (SPAD) or request for allocation from the Dengkil assemblyman to fund the route categorised as non-profitable by bus companies.
“One of the problems with this area is that it borders the jurisdiction of three councils — MPSepang, Subang Jaya Municipal Council and Kuala Langat District Council,” said Kong.
“As such there are problems under jurisdictions we are unsure of, or are pushed among the three councils with none, willing to take responsibility.”
Other issues brought up during the townhall meeting included that of open burning, illegal gambling den, stray dogs, lack of signage to housing areas, garbage collection and facilities that are in need of repair.

MPSepang to Increase Contract Staff

THE Sepang Municipal Council (MPSepang) will be hiring more contract staff as part of its workforce expansion exercise under its 2014 budget.
The council is projecting an increase of 55 personnel across 12 departments next year.
The increase includes 10 enforcement assistants and 10 landscape general workers.
Councillor Santokh Singh Gurdev Singh said the increase in workforce was partly due to the newly established Pantas team, formerly known as the Quick Response Team.
Pantas will serve as an early res-ponder for urgent services required of the council, such as infrastructure maintenance and emergencies.
“The council also needs more employees for some of its understaffed departments, such as drivers to operate council vehicles and landscape workers to manage its nurseries.
“MPSepang’s workforce numbers more than 500 at present,” said Santokh.
He said the council’s 2014 budget was unanimously agreed upon and approved by all the councillors during its tabling on Monday.
MPSepang is projecting a balanced budget for 2014, compared to its projected surplus budgets for 2013 and 2012.
“The council is expecting a balanced budget next year, as it is more assured of its revenue and expenditure.
“The previous years’ budgets were uncertain due to the takeover process of the garbage collection and cleaning services, which were previously handled by Alam Flora but now come under the jurisdiction of the local council,” said Santokh.
He said before the takeover, almost 35% of MPSepang’s budget expenditure was for garbage collection and cleaning services under Alam Flora, but that had been decreased to about 29% for 2014.
“The contractors are now directly employed by the council, and are very happy under the new directive.
“They receive better rates as there are no more middlemen involved, and receive their payment on time,” he said.
The council is projecting RM92.4mil for both its revenue and expenditure next year, with a 1.1% increase in revenue and 6.5% increase in expenditure compared to this year.
The council has projected that it will spend RM61.3 mil, or 66% of its expenditure allocation, to provide council services.
This includes back-to-basic services such as cleaning roads and cutting grass, landscaping works, and maintaining infrastructure and public facilities.
“One of the contributing factors in the increase of some RM8mil for council services compared to this year is the council’s decision to take over the maintenance and cleaning services of more housing and commercial areas next year, after the necessary certifications have been given and handover completed by the developers,” said Santokh.
In terms of breakdown according to departments, the bulk of the council’s expenditure will go to the Urban Services (28.8% or RM26.7 mil), followed by Management Services (18.2% or RM16.9 mil) and Landscape (13.2% or RM12.2 mil).
“MPSepang’s projected increase in revenue comes from the assessment of new properties, which numbers about 7,500 units,” said Santokh.
The council has projected that it will receive RM75.8 mil, or 83% of its revenue, from assessment payments.

MPSepang to set up special team for services that require urgent action

THE Sepang Municipal Council (MPSepang) is in the midst of forming Pantas, a team that will serve as an early responder for urgent services required by the council. “The Pantas team will attend to matters on infrastructure maintenance and emergencies,” said MPSepang president Mohd Sayuthi Bakar. “These include patching roads, covering potholes and removing fallen trees, as well as lending assistance during floods and landslide.” Sayuthi said MPSepang was in the process of getting the required staff, as well as logistics and equipment for Pantas. It can be contacted via MPSepang’s hotline. “In terms of staff, we will have between 10 and 15 personnel who will be working in shifts. “They will comprise a mix of existing and new staff,” he said. “We will have the team ready by next month, while the logistics and equipment will be acquired by the third quarter of 2013,” he added.
Though MPSepang has yet to decide which department Pantas would report to as it involves dealing with issues under various departments, Sayuthi said this special task force may be formed as separate department of its own. “Pantas, which is actually a rebranding of the Quick Response Team (QRT), is part of the five-year plan mooted by new Local Government, Studies and Research executive councillor Datuk Teng Chang Khim,” he said, adding that MPSepang previously had a QRT that handled issues on garbage collection. Sayuthi had announced the outline of Teng’s plan during last Thursday’s full board meeting. Other programmes include a Field Beautification Project to upgrade two fields or playgrounds under each assemblyman’s jurisdiction each year, upgrading public markets, free bus service in the township and live telecast of monthly council meetings. “We will try to accommodate any programme we can, as these were not factored into MPSepang’s budget for 2013,” said Sayuthi. “Several departments like Landscaping and Enforcement will have to draw up proposals for these programmes. “The full implementation of the plan will most likely begin next year.”

MPSp saved RM9mil since taking over garbage collection

THE Sepang Municipal Council (MPSp) has saved about RM9mil since taking over the garbage collection service from Alam Flora.
In response to a question posed by MPSp councillor Dr Teo Lian Seng during the full board meeting yesterday, MPSp president Mohd Sayuthi Bakar said the council had allocated RM27mil for garbage collection and cleaning services last year.
However, only RM18mil was spent following the takeover. “For this year, we have allocated RM20mil for the purpose as a few new areas are coming up,” he said.

The Sepang Municipal Council (MPSepang) has set up an SMS complaint system for garbage collection.
Residents can forward their complaints to the council by sending MPSEPANG SAMPAH to 15888.
Council president Mohd Sayuthi Bakar said the system was tested last week and ready for use
“So far, we do not have major problems with garbage collection and I don’t expect to receive many complaints via this channel,” he said at the full board meeting yesterday.
He added that he had met the 10 garbage contractors in the municipality and was confident of an efficient service.
Sayuthi also mentioned that the council would appoint 46 contractors to cut the grass and clean the drains from Feb 1.
He also announced that the Zon Bersih (clean zone) programme would be carried out this year.
Out of the four choices presented — Streetmall, NeoCyber, CBD Perdana and Persiaran Apec (near Petronas) in Cyberjaya — Streetmall was selected as Zon Bersih by the councillors.
Activities related to cleanliness would be planned and organised at Streetmall.
“We can improve the other three areas together as well,” Sayuthi said.
He said special attention would be given to Dengkil and Taman Putra Perdana, which had been chosen as “adopted zones”, to enhance their image.
“We will clean up the areas. Other activities are still being planned but public engagement will be emphasised,” he said.
Meanwhile, Sayuthi said he had yet to receive the new councillors’ list for the 2012 term, although the term of service would expire today.
“Business should go on as usual until further notice,” he said.

A total of 1,072 summonses were issued for illegal advertisements although only 923 licences for banners and buntings were approved last year in the Sepang municipality.
Sepang Municipal Council president Sayuthi Bakar, who led a team of enforcement officers on an operation on Tuesday to remove illegal buntings and advertisements in Taman Putra Perdana in Puchong and other areas, said the council would hand over a list of telephone numbers to the Malaysian Communications and Multimedia Commission (MCMC) to be blacklisted.
Most of the illegal advertisements removed were those advertising houses for sale and money-lending services.
All these advertisements were nailed to trees on main roads.
Sayuthi said Taman Putra Perdana was experiencing a spillover effect because it shared a common border with the Subang Jaya Municipal Council which was also fighting a losing battle against this illegal activity despite enforcement staff removing them daily.
“Our aim is to create an awareness on the need to follow proper advertisement guidelines,’’ he said.
He said banners advertising sale of properties topped the list in Taman Putra Perdana as there were several housing developments with many vacant units, followed by advertisements on money-lending services.
“We have noted down the contact details of these banners and the council’s legal department will issue compounds to those that can be traced. Most of these operators work by night, therefore it is difficult to nab the perpetrators,’’ Sayuthi added.
He urged residents to help the council by removing such materials in their neighbourhood

Owners who renovate homes without approval to be fined

THE Sepang Municipal Council (MPSepang) will go after owners who have renovated their flats or houses extensively without getting the authority’s approval.
Council president Mohd Sayuthi Bakar said those who had renovated their homes without council permission were now given two months to rectify the situation or face heavy fines.
He said the problem was especially worrying in the case of flats where those living on the ground floor renovated their units.
“There is no provision in the council’s by-laws to allow flat dwellers to carry out renovations. They must immediately demolish the illegal structures or face 10 times the cost of the extension plan,’’ said Mohd Sayuthi at the full council board meeting on Thursday.
He said house owners who had carried out renovations without council approval would also be fined.
“We will carry out enforcement action from January onwards,’’ he added.
He said most of the flat dwellers were in Putra Perdana.
Councillor Lau Weng Chan (Kota Warisan) said since there was an existing grading system for food outlets, similar guidelines should also be imposed on those offering home delivery in light of many complaints and possible health risks.
“We do not know how this food is being prepared, so we can apply the existing guidelines on those offering such services,’’ he Lau.
The council president said it was not necessary as the number of people offering such services was small.
